Impacted Release Versions: 2.6 and lower

Issue description: Sharing a domain with a user fails if the domains is created as part of HealthLake creation. This is because the domain created during this process contains _, which causes tenant validations to fail in non multi-tenant environments.

Workaround: To share these domains, add the user to a group and then share the domain with the group instead.
